About Us
The University Library was started in Kalsia House with a collection of Sanskrit books and was, later, shifted to two locations: the main library in the College of Education and the Indic Studies Section on the top floor of the Administrative Block. Thereafter, a need was felt to established library in an independent building to meet the increasing demand for library service in the university. The foundation stone of the current building was laid on July 17, 1967 and the library moved to a new two storey building on July 18, 1972 covering an area of 33,000 sq. ft. In 1984-85, due to space constraints, the building was extended, increasing the area to 49,230 sq. ft. During the university’s Golden Jubilee year, an additional 57,500 sq. ft. was added with the building of the Golden Jubilee Reading Hall and bringing total area to 106,730 sq. ft. Finally, the Savitri Bai Phule Block extended the library area by another 7,475 sq. ft., thus making the total area to 114,205 sq. ft.
Vision & Mission
The mission of JLN Library system is to facilitate the creation of new knowledge through the acquisition, organization and dissemination of information resources, along with providing value-added services. Our goal is to continuously improve the quality of services and facilities to achieve user satisfaction and ensure that the right information reaches the right user at the right time.
Library Buildings
The JLN Library is centrally located on the University Campus. The Library offers ample space and furniture, such as reading chairs, tables and display racks. The Library building is centrally air-conditioned and has a capacity for 1,750 readers. A generator set back the library’s electrical supply. The Central Library comprises three blocks.
- Ranganathan Block is three level building. The Ground Floor has different offices and sections i.e. Librarian Office, Circulation Section, Registration Section, Technical Section, Acquisition Section, Reference Section, Library Office, Text and Book Stack Area, Photostat Section, and Newspaper Reading Area. First Floor with Internet-enabled Computer Lab, Book Stack Area, and Reading Area. Second Floor with Periodical Section, Manuscript Section, Book Stack Area, and Reading area.
- Golden Jubilee Reading Hall Block has the five Floors and each floor is dedicated to reading, with a seating capacity of 1,270.
- Savitri Bai Phule Block is having Reading Area and Book Stack Area on Ground Floor and First Floor with Conference Hall and Book Stack Area.
Library Governance
The Library Governing Body, known as Library Committee, formulates policies to guide the University Librarian. The committee’s composition is as follows:
- The Vice-Chancellor (Chairman)
- The Pro-Vice-Chancellor (Vice-Chairman)
- The Dean Academic Affairs
- The Chairpersons of Departments
- One Person nominated by the Executive Council
- The President of Kurukshetra University Students Association
- Deputy Director Libraries, Haryana
- The Librarian (Ex-officio member & Secretary)
Library Book Purchase Rate Committee (BPRC)
The Library Book Purchase Rate Committee is constituted every year for deciding the rate of discount; terms and conditions; selection and recommendations for purchasing the books and periodicals. The Committee comprises of Dean Academic Affairs as Chairman, All Deans of Faculties and Librarian as members of Committee.
Library Budget
The JLN Library receives both recurring and non-recurring budgets from the University to maintain library services and facilities. Additionally, JLN Library receives grants from UGC/State for the development of Library Resources and Services from time to time. If required, the University provides additional grants for infrastructure development of library.

Library Services and Extension Services
The University Library system includes a Central Library and 37 Departmental Libraries. The Central Library caters to general and specific information needs, while departmental libraries address subject-specific needs for study and research. The library has advanced its web activities, offering high-quality electronic resources through a campus-wide network to teachers, students and research scholars.
Library Timings
The Library maintains a flexible opening schedule throughout the year to meet requirements of readers’ academic schedules. Circulation Counter works from 9.00 am to 5.00 pm (Monday to Saturday, except gazetted holidays). Reading Areas of Ranganathan Block is kept open from 9.00 am to 10.00 pm (except National Holiday, Haryana Day, and Holi). Golden Jubli Reading Hall is from 9:00 am to 12:00 midnight (except National Holiday, Haryana Day and Holi). The Savitri Bai Phule Block Reading Hall is kept open for 24*7.
